<h4><a id="what" name="what"></a>What is the ESP List?</h4>

<p><b>"ESP"</b> is an automated e-mail list (also known as a "listserv") open to all NEA members and staff of NEA and its affiliates. List members use the list to discuss issues that concern education support professionals within the NEA, including contracting out, bargaining problems, training needs, and questions about how to improve and strengthen the Association.</p>

<p>If you are an NEA member or staff, the easiest way to subscribe to the ESP List is to use the simple form below. <b>Please complete all the fields</b>&#160;&#8212;&#160;this will help us verify your membership so that we may approve your subscription.</p>

Your message will automatically be sent to all the ESP list members.</p>

<h3>Pre-Conference Activities</h3>

<p>Pregistratration is required for each of the optional pro-conference workshops. Register early -- they are open until they are filled. Review the details carefully and ensure that you have adequate funding and time to commit to one of the following pre-conference workshops (optional).</p>

<h4><a id="President" name="President"></a>President's/Leader's Workshop</h4>

<p><b><i>Limited to the first 160 local Association Presidents and leaders who pre-register.</i></b></p>

<p>This one-and-one-half day workshop, open to local association presidents and leaders, will focus on skill building in decision-making, leadership, styles, and assertiveness styles. It is scheduled for Wednesday, March 11, 1:00 p.m. - 6:00 p.m. and Thursday, March 12, 9:00 a.m. - 5:00 p.m. Continental breakfast and lunch will be provided on Thursday only. NEA will pay transportation only for one ESP member and one ESP Local President nominated by the state president. The two nominees are responsible for all other expenses, including the registration fee. You must pre-register to attend this workshop.</p>

<h4><a id="presentation" name="presentation"></a>Presentation Skills for the Leader in You</h4>

<p><em><strong>Limited to the first 40 individuals who have completed Presidents and Leaders training(s)</strong></em></p>

<p>Effectively presenting material to an individual or a group of individuals begins with knowing one's own strengths and weaknesses. This session is designed to assist the leader in using tested presentation methods and theory to optimize their abilities. The session is designed to provide presentation practice to those attending. Participants will be provided feedback from their peers, as well as from the trainer. Some of the items that will be discussed: tone, diction, delivery, content, style, appearance. Participants are asked to come to learn, grow and have fun.</p>

<h4><a id="Family" name="Family"></a>Family-School-Community Workshop</h4>

<p><i><b>Limited to the first 30 conference attendees who pre-register.</b></i></p>

<p>NEA members often provide the vital link between students and communities. This workshop will focus on how to create links between family, school, and community and prepare members for taking the message to their communities. It is scheduled for Thursday, March 12, 9:00 a.m.&#8211;5:00 p.m. and Friday, March 13, 8:30 a.m.&#8211;3:45 p.m. Continental breakfast and lunch will be provided both days.</p>

<h4><a id="diversity" name="diversity"></a>Diversity Workshop (one day session offered both Thursday and Friday)</h4>

<p><b><i>Each session is limited to the first 40 conference attendees who pre-register.</i></b></p>

<p>When we effectively address the diversity that exists among education professionals and students, we can create a better learning environment for students. This workshop is relevant to the everyday experience of a broad range of education support professionals. Two workshops will be offered&#8212;one on Thursday, March 12, and one on Friday, March 13, 9:00 a.m.&#8211;4:00 p.m. Continental breakfast and lunch will be provided.</p>

<h4><a id="emerging" name="emerging"></a>Emerging Leaders Workshop</h4>

<p><strong><i>Limited to two members from each state recommended for funding by their State President, and/or other participants who wish to attend <u>at their own expense</u>.</i></strong></p>

<p>This workshop is open to two members from each state with less than five years of experience who have not held a leadership position in the Association. It will focus on providing potential leaders with training to assist them in preparing for leadership roles in their state and local associations. It is scheduled for Thursday, March 12, 9:00 a.m.&#8211;5:00 p.m. and Friday, March 13, 8:30 a.m.&#8211;3:45 p.m. Continental breakfast and lunch will be provided both days. <strong>NEA will pay all expenses related to this training</strong>. Hotel reservations for Emerging Leaders are made based on double occupancy. State Presidents must send a nomination letter and registration form for each participant. <b>You must pre-register to attend this workshop.</b> <b>The deadline for the ESP Quality Office to receive nomination forms is Friday, January 30, 2009.</b></p>

<h4><a id="staff" name="staff"></a>Staff Workshop</h4>

<p><b><i>Limited to the first 60 staffers who pre-register.</i></b></p>

<p>This session will focus on new trends and organizing opportunities useful in enhancing membership growth at the state and local levels. This one-day workshop will be held on Thursday, March 12, 9:00 a.m.&#8211;5:00 p.m. Continental breakfast and lunch is provided.</p>

<h4><a id="NCESP" name="NCESP"></a>National Council for ESP Meeting</h4>

<p>Come join us at the National Council for Education Support Professionals (NCESP) General Membership Meeting, <b>Friday morning, March 13,</b> from 8:00 a.m. to noon.</p>

<h3><a id="Travelreim" name="Travelreim"></a>Reimbursements</h3>

<h4>ESP President and Member</h4>

<p>NEA will pay <strong>transportation only</strong> to the conference for one ESP member and one ESP Local President recommended by the state Affiliate President. <em>The two nominees are responsible for all other expenses, including the registration fee</em>.</p>

<h4><a id="emergreimb" name="emergreimb"></a>Emerging Leaders</h4>

<p>NEA will pay all conference expenses (including registration, accommodation, and transportation) for two ESP members designated as &#8220;Emerging Leaders&#8221; by the state Affiliate President. The ESP Quality Office will arrange to have all designees' hotel expenses direct billed to NEA, and all reservations are based on double occupancy.</p>

<h3><a id="Registration" name="Registration"></a>Registration</h3>

<p>The conference registration fee of $150 includes continental breakfast and lunch Saturday, and Sunday (Brunch). Also included are a reception, dinner and entertainment on Friday. You can now register on-line for the ESP Conference. <strong>If you have access to the web and have an e-mail address, we encourage you to take advantage of our on-line registration.</strong> This new process has streamlined registration and is very easy to use.</p>

<h3><a id="Lodging" name="Lodging"></a>Lodging</h3>

<p>Hotel reservations should be made directly with the Doubletree Hotel by calling 1-800-843-8693 or 407-351-1000. Please reference the NEA ESP National Conference in order to receive the special conference rate of $169 single or double, plus applicable taxes (12.5%), totaling $190.13 per night, $179 triple, plus applicable taxes, totaling $201.38, and $189 quad, plus applicable taxes, totaling $212.63 Hotel check-in time is 3:00 p.m. and check-out time is 12:00 noon. Valet parking is $16 (plus tax) per night. Additional public parking is available at various rates. Contact hotel for more information. <strong>Guaranteed room rates and/or availability expire February 11, 2009.</strong></p>

<p><strong>NEA will make hotel reservations for Emerging Leaders based on double occupancy.</strong></p>

<h3><a id="travel" name="travel"></a>Airport Transportation</h3>

<p>Taxi from the airport to the hotel is approximately $45.00 each way. Mears Transportation Services is $17.00 each way or $28.00 roundtrip. Please call Mears to make reservations at 1-407-423-5566. There is a walk-up service located at the grounds transportation level of the airport between Avis and Budget rental agencies. Reservations are not required for the service. There is no hotel shuttle.</p>

Applications now available!</h2>

<h4 align="center">&#160; What is NEA ESP Leaders For Tomorrow?</h4>

<p>NEA Leaders For Tomorrow program is a three session training process held over an eight month period.&#160;It will train both current and future leaders in leadership attitudes, skills and knowledge that will enhance their ability to be a visible, vocal advocate at the local, state and national levels of the NEA.</p>

<p>Leaders&#160;For Tomorrow&#160;is open to dues-paying NEA ESP members who meet the program&#8217;s eligibility requirements. Candidates must be nominated for the program and have their application acknowledged and signed by their state Association.<strong>&#160;</strong> To be eligible for NEA Leaders For Tomorrow you:</p>

<ul>
<li>Must be a current NEA ESP member</li>

<li>Must have been an NEA member in good standing for the past three years</li>

<li>Must complete the application form and submit by the deadline</li>

<li>Must commit to participate fully in all three sessions</li>

<li>Must commit to utilize your new skills in your Association</li>
</ul>

<h4>2008-2009 Training Sessions</h4>

<ul>
<li>There are three training sessions over an eight month period 

<ul>
<li>July 23-27, 2008, Portland, OR</li>

<li>November 14-16, 2008 Washington, DC</li>

<li>March 9-15, 2009 (includes attendance at the NEA ESP National Conference), Orlando, FL</li>
</ul>
</li>

<li>All participants are fully funded as allowed under the NEA travel guidelines, including transportation, lodging, meals and substitute pay or salary reimbursement, including attendance at the ESP Conference.</li>
</ul>

<p>NEA will present its 17th annual NEA ESP Award at the&#160;<a href="espconf08.html">2008 NEA ESP National Conference</a> &#160;on Friday, March 7, in Baltimore, MD. <strong>Award applications must be received by NEA no later than the close of business on Friday, December 14, 2007.</strong></p>

<p>The NEA Education Support Professional of the Year Award recognizes the contributions of Education Support Professionals to their schools, communities, and their profession.&#160; The award is presented to a member of the NEA who demonstrates outstanding accomplishments and reflects the contributions of ESP to public education.&#160; The award is presented jointly by the National Education Association and the Gardner Rich Foundation of Chicago, Illinois.</p>

<p>Each year, one nominee receives the NEA ESP of the Year Award, which includes $10,000 cash and expense-paid travel to the NEA Education Support Professional National Conference.&#160; The Gardner Rich Foundation of Chicago, Illinois presents this monetary award. <strong>One-half of the monetary award is to be used for a community project(s) of the recipient&#8217;s choice.</strong>&#160;&#160; Nominees must indicate their selection for the community project(s) on the nomination form.</p>

<p>All current Education Support Professional members of an NEA local affiliate or bargaining unit who have been an NEA member for three years as of January 15 of the award year are eligible.&#160; Individuals must be nominated by their state association through an ESP award system or by their local association if a state award system does not exist.</p>

<h4><a id="President" name="President"></a>President's/Leader's Workshop</h4>

<p><b><i>Limited to the first 160 local Association Presidents and leaders who register.</i></b></p>

<p>This one-and-one-half day workshop, open to local association presidents and leaders, will focus on skill building in decision-making, leadership, styles, and assertiveness styles. It is on Wednesday, March 5, 1:00 p.m. - 6:00 p.m. and Thursday, March 6, 9:00 a.m. - 5:00 p.m. Continental breakfast and lunch will be provided on Thursday only. NEA will pay transportation only for one ESP member and one ESP Local President nominated by the state president. The two nominees are responsible for all other expenses, including the registration fee. You must pre-register to attend this workshop.</p>

<h4><a id="Family" name="Family"></a>Family-School-Community Workshop</h4>

<p><i><b>Limited to the first 30 conference attendees who register.</b></i></p>

<p>This two-day workshop will be held on Thursday, March 6, 9:00 a.m. - 5:00 p.m. and Friday, March 7, 8:30 a.m. - 3:45 p.m. NEA members often provide the vital link between students and communities. This workshop will focus on how to create links between family, school, and community, and will prepare members for taking the message to their communities. Continental breakfast and lunch will be provided both days.<b>You must pre-register to attend this workshop.</b></p>

<h4><a id="staff" name="staff"></a>Staff Workshop</h4>

<p><b><i>Limited to the first 60 staffers who register.</i></b></p>

<p>This one-day workshop will be held on Thursday, March 6, 9:00 a.m. - 5:00 p.m. This session will focus on new trends and organizing opportunities useful in enhancing membership growth at the state and local levels. Continental breakfast and lunch is provided. <b>You must pre-register to attend this workshop.</b></p>

<h4><a id="diversity" name="diversity"></a>Diversity Workshop</h4>

<p><b><i>Each session is limited to 40 participants per session.</i></b></p>

<p>Two one-day workshops for members and staff will be offered -- one on Thursday, March 6, and one on Friday, March 7, from 9:00 a.m. - 4:00 p.m. When we effectively address the diversity that exists among education professionals and students, we can create a better learning environment for students. This workshop is relevant to the everyday experience of a broad range of education support professionals. <b>You must pre-register to attend this workshop.</b></p>

<h4><a id="emerging" name="emerging"></a>Emerging Leaders Workshop</h4>

<p><strong><i>Limited to two members from each state recommended for funding by their State President, and/or other participants who wish to attend at their own expense.</i></strong></p>

<p>This two-day workshop is open to two members from each state with less than five years of experience, who have not held a leadership position in the Association. The workshop will focus on providing potential leaders with training to assist them in preparing for leadership roles in their state and local associations. It will be held on Thursday, March 6, 9:00 a.m.&#8211;5:00 p.m. and Friday, March 7, 8:30 a.m.&#8211;3:45 p.m. <strong>NEA will pay all expenses related to this training</strong>. Hotel reservations for Emerging Leaders are made based on double occupancy. State Presidents must send a nomination letter and registration form for each participant. <b>You must pre-register to attend this workshop.</b></p>

<h4><a id="NCESP" name="NCESP"></a>National Council for ESP Meeting</h4>

<p>Come join us at the National Council for Education Support Professionals (NCESP) General Membership Meeting, <b>Friday morning, March 7,</b> from 8:00 a.m. to noon. (Stay tuned for details.)</p>

<h3><a id="Travelreim" name="Travelreim"></a>Reimbursements</h3>

<h4>ESP President and Member</h4>

<p>NEA will pay <strong>transportation only</strong> to the conference for one ESP member and one ESP Local President recommended by the state Affiliate President. <em>The two nominees are responsible for all other expenses, including the registration fee</em>.</p>

<p>NEA will pay all conference expenses (including registration, accommodation, and transportation) for two ESP members designated as &#8220;Emerging Leaders&#8221; by the state Affiliate President. It is on Wednesday, March 7, 1:00 p.m. - 6:00 p.m. and Thursday, March 8, 9:00 a.m. - 5:00 p.m. Continental breakfast and lunch will be provided on Thursday only. <b>You must pre-register to attend this workshop.</b></p>

<p><i><b>Limited to the first 30 conference attendees who register.</b></i></p>

<p>This two-day workshop will be held on Thursday, March 8, 9:00 a.m. - 5:00 p.m. and Friday, March 9, 8:30 a.m. - 3:45 p.m. NEA members often provide the vital link between students and communities. This workshop will focus on how to create links between family, school, and community, and will prepare members for taking the message to their communities. Continental breakfast and lunch will be provided both days.<b>You must pre-register to attend this workshop.</b></p>

<p><b><i>Limited to the first 60 staffers who register.</i></b></p>

<p>This one-day workshop will be held on Thursday, March 8, 9:00 a.m. - 5:00 p.m. This session will focus on new trends and organizing opportunities useful in enhancing membership growth at the state and local levels. Continental breakfast and lunch is provided. <b>You must pre-register to attend this workshop.</b></p>

<h4><a id="diversity" name="diversity"></a>Diversity Workshop</h4>

<p><b><i>Each session is limited to 40 participants per session.</i></b></p>

<p>Two one-day workshops for members and staff will be offered -- one on Thursday, March 8, and one on Friday, March 9, from 9:00 a.m. - 4:00 p.m. When we effectively address the diversity that exists among education professionals and students, we can create a better learning environment for students. This workshop is relevant to the everyday experience of a broad range of education support professionals. <b>You must pre-register to attend this workshop.</b></p>

<h4><a id="emerging" name="emerging"></a>Emerging Leaders Workshop</h4>

<p><strong><i>Limited to two members from each state recommended for funding by their State President, and/or other participants who wish to attend at their own expense.</i></strong></p>

<p>This two-day workshop is open to two members from each state with less than five years of experience, who have not held a leadership position in the Association. The workshop will focus on providing potential leaders with training to assist them in preparing for leadership roles in their state and local associations. It will be held on Thursday, March 8, 9:00 a.m.&#8211;5:00 p.m. and Friday, March 9, 8:30 a.m.&#8211;3:45 p.m. <strong>NEA will pay all expenses related to this training</strong>. Hotel reservations for Emerging Leaders are made based on double occupancy. State Presidents must send a nomination letter and registration form for each participant. <b>You must pre-register to attend this workshop.</b></p>

<p>Taxi from the airport to the hotel is approximately $22.00 each way. Grayline Airport Express (1-615-275-1180) is $12.00 each way or $18.00 roundtrip. Service begins at 5:00 a.m. and ends at 11:00 p.m., departing every 15-20 minutes from the airport, and every 30 minutes from most hotels. <p>The National Education Association has provided a communications system to link as many as possible of their approximately 150 members who serve as trustees on state pension systems. They are now offering a list-serv to allow us to share information about the general trends in the public pension arena. What follows is based on the general consensus around which there is considerable agreement.</p>

<p>During the Late nineties there was considerable pressure for employers to offer an optional Defined Contribution (DC) alternative to the standard Defined Benefit (DB) pension system, and the pitch was made to us, the participants. We were told that we were missing out: our friends in 401K's were becoming wealthy, and those of us committed to the traditional, boring old DB, were going nowhere, slowly. The employer's motive was to free themselves from the long term commitment of the DB guarantees, and the motive of the Wall Street marketing was profit - the moving of the management of those funds from wholesale (pension system boardrooms) to retail, across your kitchen table.</p>

<p>As with most of the world, March of 2000 began a fundamental change -- in the case of the DB/DC decision, the hustle simply disappeared. But in 2005, the hustle is back, but with a different target audience. Its liftoff was Mr. Bush's introduction of the concept of fixing (privatizing) Social Security, and on 1/5/05 Governor Schwarzenegger brought it to the front burner when he proposed closing to new entrants the public systems of <st1:place w:st="on"><st1:State w:st="on">California</st1:State></st1:place>. Even after Mr. Schwarzenegger's temporary pullback, we now have two very large icons, with the best possible Wall Street funding, singing the same tune, and doing their best to convince the public that the level of expectations of retirement systems are simply more than we can afford. That message has already been internalized by taxpayers everywhere. Currently there are a dozen states where balancing the state budget with hits to public pensions has official sanction, and with no discernable public sense of outrage.</p>

<p>Reg likes to tell us that the NEA is 1 of every 100 Americans, but on this issue we'll get little cooperation or support from the general public, most of which doesn't have DB protections. We should expect no support at all from the families involved with the many significant national companies whose employees have recently been denied their DB promises.</p>

<p>We, public servants, need to recognize the nature of the threat. National "private accounts" that are funded by <i>diverting</i> Social Security tax proceeds are designed to destroy the Social Security system. A DB system that is closed to new entrants is a forced DC conversion. Minor DB plan tinkering on the benefits side is less severe, and similar to the recommendations to adjusting SS rather than creating personal accounts. Manipulation on the investment side is profit motivated, often with an eye to political contributors. Finally, the all time favorite of governors and legislatures lacking fiscal discipline: simply underfunding the plan.</p>

<p>The problem is not going to go away. The public budget pressures will continue to exist. The well publicized abuses of DB structures will continue to be reported above the fold. Wall Street will continue to seek larger margins on the management of retirement monies, and public employers will continue seeking to be free from retirement based liabilities. "Baby Boomers" will turn age 60 from 2006 to 2024.</p>

<p>What can be done about it? Good question, but there are some things that need to be put behind us, and soon.</p>

<ol>
<li>ALL our members need to know what they have and understand what its worth to them. Take a look at the benefits payments chart of your system, and do a rough calculation of what your monthy annuity will be upon retirement, then consider what size of savings account would be required to throw off that kind of monthly income over 20 or 30 more years. That's what your system is worth to you.</li>

<li>Pressure your organization to actively defend your public pension system. Please don't beat up on your Government Relations staffers-- simply drive your organization from the member level. As long as the national debate doesn't evidence outrage at pension raiding, governors and legislators are going to be quite comfortable using your retirement to close their budget gaps.</li>
</ol>

<p>I don't like to be an alarmist, unless, of course, an alarmist is what's called for, but we do need to accept right now, that our systems won't survive in their present form unless we step up and fight for them. The Bush/Schwarzenegger performance so far this year has made them fair game. We can no longer shove billions of dollars into a pile and expect cash-strapped political structures to do the right thing and look the other way. The bottom line of the current mess is a paraphrase from Will Rogers...</p>

<p>No one is safe when their Legislature is in session.</p>

<p>I have served as ESP at large to the Wyoming Education Association for the past six years and have been a delegate to the National ESP conference for the last seven.</p>

<p>I have also been a delegate to the representative assembly since 2001 I will be attending this years assembly in Los Angeles as a state delegate, I have been a state delegate to our state Delegate assembly.</p>

<p>I have been trained in Baldridge through the NEA and also indoor air quality.</p>

<p>I was able to attend the western region conference in Denver this year and I think that as a region we need to improve the quality and training for ESP as well as attendance.</p>

<p>I have served the last year as western region director to the NCESP and would like to run&#160;for a full term. I believe I can bring a lot to the council with my experience in the difficulties in being from a right to work/at will state. The <a href="https://xhems.nea.org/aboutnea/bdlist.html">NEA Board of Directors and Executive Committee</a>&#160;are responsible for the general policies and interests of the National Education Association. The Board and Executive Committee are subject to policies established by the Representative Assembly, and derive their authority from the Constitution and Bylaws.</p>

<h4>NEA Board of Directors</h4>

<p>The NEA Board of Directors consists of at least one director from each association affiliated with the NEA as a state affiliate, plus an additional director for each 20,000 active members, plus additional directors for Retired and Student members.</p>

<p>The Board may also include at-large representatives of ethnic minorities, administrators, classroom teachers in higher education, and Active members employed in educational support personnel positions. There are currently 25 ESP members of the NEA Board of Directors.</p>

<h3 align="center">Article I &#8211; Name</h3>

<p>The name of this organization shall be the National Council for Educational Support Professionals (NCESP).</p>

<p>&#160;</p>

<h3 align="center">Article II - Purpose</h3>

<p>The NCESP shall be a special interest council within NEA and shall have as its general purpose the representation of its members in all matters relating to Educational Support Professionals (ESP). In order to accomplish these general purposes, NCESP shall have, among others, the following specific objectives:</p>

<p>a. To speak with a common voice on all matters affecting Educational Support Professionals (ESP).</p>

<p>b. To improve the structure of NEA in order to insure full and effective participation of all ESP.</p>

<p>c. To develop programs which, when implemented by NEA, will have a positive impact on the problems faced by ESP.</p>

<p>d. To impact the development of ESP training and make recommendations as needed, using ESP members where appropriate.</p>

<p>e. To identify and support candidates for NEA offices who will actively work for implementation of NCESP adopted programs and positions.</p>

<p>f. To provide the NEA president with a list of qualified candidates from NCESP membership and to actively promote the appointment of those members to appointed bodies.</p>

<h3 align="center">Article III - Membership</h3>

<h4>Section 1 - Eligibility</h4>

<p>Individual membership in NCESP shall be open to anyone who is an active NEA/ESP member. All individual members have one vote. Organization memberships are available. Organization memberships shall have weighted vote. See Section 4, Dues.</p>

<h4>Section 2 - Rights and Obligations of Individual Members and Organization Members</h4>

<p>Each organization membership shall be represented by the President and/or representative appointed by the local association and shall be entitled to the appropriate number of votes to be cast by its President or designated representative. Organization votes apply only to programs and policies. At no time shall a staff person or a non-NEA/ESP member be the designated representative. Individual Council members shall be entitled to one vote. Representatives and members must be registered at the conference/convention at which the vote is taken.</p>

<h4>Section 3 - Membership Year</h4>

<p>The membership year shall be from September 1 to August 31.</p>

<h4>Section 4 - Dues</h4>

<p>a. Annual individual dues for an NCESP member shall be $20.</p>

<p>b. An associate (non voting membership) is available at $10.</p>

<p>c. Annual membership dues for Organizations are:</p>

<blockquote>
<p>1-100: $ 75, 2 votes<br />
101-200: $150, 4 votes<br />
201-300: $325, 8 votes<br />
301-plus: $400, 11 votes</p>
</blockquote>

<p>Weighted votes apply only to policy and issues. An individual can only vote in one category as an individual or for an association.</p>

<h4>Section 5 - Individual Rights</h4>

<p>The council shall not deny membership to individuals on the basis of size, race, religion, creed, age, gender, sexual orientation, ethnic or cultural heritage. The council shall not deny equal opportunity for employment. To this end, the council pledges its active commitment to being an equal opportunity employer and to actively seek minority candidates for association staff vacancies as they occur.</p>

<h3 align="center"><b>Article IV - Officers and Regional Directors</b></h3>

<h4>Section 1 - Officers</h4>

<p>The officers of NCESP shall be a president, vice president, secretary treasurer, and regional directors.</p>

<h4>Section 2 - Qualifications</h4>

<p>a.&#160;&#160;&#160;&#160;&#160;&#160;&#160; Each candidate for office shall be an Educational Support Professionals member of NEA and an active member of NCESP.</p>

<p>b.&#160;&#160;&#160;&#160;&#160;&#160; A member of the NCESP Executive Committee shall not at the same time, hold an office of the NEA Board of Directors.</p>

<h4>Section 3 -Terms of Office</h4>

<p>a.&#160;&#160;&#160;&#160;&#160;&#160;&#160;The president and secretary shall be elected to a three-year term on the same cycle.</p>

<p>b. &#160;&#160;&#160; &#160;&#160;The vice president and treasurer shall be elected to a three-year term on the same cycle the following year as above.</p>

<p>c. &#160;&#160;&#160; &#160;&#160;The regional directors shall be elected to three-year terms.</p>

<h4>Section 4 - Responsibilities and Duties of Officers</h4>

<p>a.&#160;&#160;&#160;&#160; Responsibilities and Duties of the President</p>

<ol type="1">
<li>The president shall be the chief executive officer of NCESP.</li>

<li>The president may call and shall preside at all meetings of the Executive Committee and at all general meetings of NCESP.</li>

<li>The president shall sign contracts and other legal documents connected with the business affairs and professional activities of NCESP in its name with executive committee approval.</li>

<li>The president shall appoint all committees and task forces and may rescind appointments of chairpersons and members of committees and task forces with executive committee approval.</li>

<li>The president shall be one of the authorized signatures for all NCESP accounts.</li>

<li>The president shall be the official representative and spokesman for the NCESP except in
