Petition to Establish a Department of Education, 1921

It was long a dream of the NEA to see a Department of Education established at the Federal level. This petition, signed in October of 1921 by NEA President Charles Ormond Williams, along with leaders of 13 other organizations, asks President Woodrow Wilson to "bring about the creation of a Department of Education with a Secretary in the Cabinet." The dream was realized more than five decades later in 1979, when President Jimmy Carter signed into law the Department of Education Organization Act. It is administered by the United States Secretary of Education.
